Ms. Kathleen Bissell is an associate with Gilbert Employment Law, focusing on the representation of both federal and private sector employees involving claims of discrimination, harassment, and retaliation under Title VII of the Civil Rights Act, as well as violations of the Rehabilitation Act, the Americans with Disabilities Act, the Whistleblower Protection Act, and related state and local laws. Ms. Bissell’s practice includes litigating on behalf of clients in federal and state courts, as well as administrative forums such as the Equal Employment Opportunity Commission and the Merit Systems Protection Board.

Prior to joining Gilbert Employment Law as an associate in 2023, Ms. Bissell served as a post- graduate law clerk with the firm. Prior to joining the firm as a post-graduate law clerk, Ms. Bissell interned at the Kauai Office of the County Attorney and worked with the Hawaii Innocence Project, a non-profit organization, to exonerate prisoners who have been wrongfully convicted of crimes through all three years of law school.

Ms. Bissell graduated with her Juris Doctor and a Certificate in International and Comparative Law from the University of Hawaiʻi at Mānoa – William S. Richardson School of Law and holds a Bachelor of the Arts in Political Science from the University of Hawaiʻi at Mānoa.

Ms. Bissell is a member of the National Employment Lawyers Association.
