Mr. Gary M. Gilbert is the president of Gilbert Employment Law, P.C., which he established in May 2005.

Mr. Gilbert has extensive legal experience in the area of civil rights law. Prior to the opening of his own practice, Mr. Gilbert was of counsel with Passman & Kaplan, P.C. Immediately prior to this position, Mr. Gilbert served as an Administrative Judge, then Chief Administrative Judge in the Baltimore District Office of the Equal Employment Opportunity Commission (EEOC) for a total of 16 years. During his tenure with the EEOC, he supervised administrative judges and conducted administrative hearings on allegations of unlawful discrimination, harassment and retaliation. During his tenure at the EEOC, Mr. Gilbert served on various committees and workgroups, including those that reformed EEOC regulations and another, in which the workgroup drafted the EEOC’s Handbook for Administrative Judges.

Prior to his tenure with the EEOC, Mr. Gilbert served as the Acting Chief, Docketing Branch at the Nuclear Regulatory Commission. Mr. Gilbert also worked as the Program Director and Acting Executive Director for Florida Rural Legal Services, Inc.

Mr. Gilbert was a founding member of the board of directors of the non-profit Federal Employment Law Training Group and he continues to deliver training on new developments in equal opportunity laws with Gilbert Training Group in coordination in cyberFEDS®. His audiences are varied, but generally include: investigators, attorneys, union officials, or human resources, labor relations and employee relations personnel. He has also spoken at conferences of Equal Employment Opportunity Commission Administrative Judges and Merit Systems Protection Board Administrative Judges.

Mr. Gilbert has authored many publications in the area of federal sector employment law. He has authored and updated Compensatory Damages and Other Remedies in Federal Sector Employment Discrimination Cases, an exhaustive review of the damages available to victims of employment discrimination. He also wrote and updated the Deskbook for Disability Discrimination in the Federal Sector. He has co-authored the EEO Update, which summarizes recently published decisions of the EEOC. Mr. Gilbert has also authored a variety of other publications that have appeared in various bar association and trade journals.

Mr. Gilbert received his Juris Doctor degree from the University of Maryland, School of Law in Baltimore, Maryland. He received a Bachelor of Arts degree from the University of Maryland, College Park.
