David A. Borer

Biography
Mr. David Borer is Of Counsel with Gilbert Employment Law, focusing on representation and advice for both federal- and private-sector workers and their unions in matters of labor and employment law. His experience includes arbitration, mediation, negotiations, organizing, unfair labor practices, alternative dispute resolution, union governance, DOL compliance, HR/LR, internal union discipline, union-as-employer matters, and every aspect of union work. For airline and rail workers Mr. Borer provides extensive expertise in major and minor disputes under the Railway Labor Act and has served as both an advocate and a panel member for system board of adjustment hearings. Mr. Borer provides our clients expert advice as a strategist, an advocate, and a senior advisor, drawing on his decades of experience in major collective bargaining negotiations, effective strikes and work actions, and some of the largest union organizing campaigns of the past 50 years.
Prior to joining Gilbert Employment Law, Mr. Borer served as General Counsel of the American Federation of Government Employees (AFGE) for 14 years. Before joining AFGE he served as the Executive Director-Treasurer of the Massachusetts Teachers Association. Earlier, in 22 years with the Association of Flight Attendants-CWA, he served in a variety of positions including General Counsel, Director of Collective Bargaining, and Director of Organizing. His union career began as a field rep., organizer, and attorney for the Ohio Civil Service Employees Association, representing state, county, and municipal employees.
